ABOUT TERIMBERE
MSME FACILITY
Terimbere MSME Facility supports Micro, Small, and Medium Enterprises (MSMEs), the backbone of Rwanda’s economy. The Facility works with businesses to address the challenges they face in accessing finance, growing, becoming more profitable, and creating work opportunities. This is achieved through initiatives that contribute to building an efficient, inclusive, innovative, and sustainable entrepreneurship and MSME financing ecosystem.
The Facility facilitates the provision of tailor-made business growth services, information, and appropriate financing, while working towards improving policies and regulations affecting business growth. This is done through collaboration with business development service providers, technical experts, financial institutions, and policymakers.
Terimbere MSME Facility is designed and implemented with an intentional gender and social inclusion lens to ensure women (especially young women), refugees, persons with disabilities, and those in rural areas are not left behind.
This is an initiative by Access to Finance Rwanda (AFR) with the support of its partners: Mastercard Foundation, the Swedish International Development Cooperation Agency (Sida), and Jersey Overseas Aid (JOA).

Business Growth Services
Terimbere MSME Facility partners with a network of experienced local and international business development service providers and technical experts to create a platform that offers hands-on, affordable, tailored support to address the challenges individual MSMEs face to grow and become finance ready. Terimbere MSME support is informed by insights from a business assessment conducted in close collaboration with the business owner. At Terimbere MSME Facility, we believe in business owners’ aspirations and work with them to co-identify the right support they need
MSME Financing Solutions
Terimbere MSME Facility partners with financial institutions (Banks, Microfinance Institutions (MFIs), SACCOs, Non-Deposit Financial Institutions (NDFIs) to enhance their capabilities to better serve MSMEs and to develop MSME-centric financial products and solutions. The Facility recognizes the importance of alternative financing instruments and collaborates with capital markets actors and other investors to diversify the sources of finance for MSMEs.
Policy & Regulatory Engagement
Through research and evidence-based advocacy, Terimbere MSME Facility collaborates with policymakers and regulators to support strengthening entrepreneurship and MSME Finance enabling environment to spur MSMEs’ growth.
Gender and Social Inclusion Strategies for MSMEs
Terimbere MSME Facility is designed and implemented with an intentional gender and social inclusion lens to ensure women (especially young women), refugees, persons with disabilities and those in rural areas are supported to overcome specific hurdles on their pathways to their entrepreneurial success or work opportunities.
This platform seeks to connect MSMEs with the support they need to grow through access to tailored business growth services and access to capital.
